Preserve the v3.92.5 header/navigation hotfix exactly: real grouped menu visible down to 721px CSS width, drawer Menu reserved for 720px and below, compact grouped desktop/laptop navigation, no oversized desktop Menu button, reduced hero top band, and all current navigation destinations preserved. Preserve v3.94.1/v3.99.0 UAIX restricted-agent guidance, v3.95.0 through v3.107.0 archive and safe-read layers, v3.108.0 architecture operationalization, v3.109.0 through v3.118.0 reviewer dashboard, completion, publication, verification, final sign-off, final sign-off publication receipt, packet coverage, agent capability, typography, and search-discovery layers.
