Reliability improvements

• Added a Resource Navigator that cross-references existing authorities rather than copying them into another content source.
• Added stable NAV-CL-Q* and NAV-CL-R* identities and a no-network deterministic crosswalk validator.
• Added ten bounded primary-source review events while keeping them outside the established 194-unit evidence ledger.
• Advanced release-addressed first-party CSS/JavaScript to v1.15.0 and removed superseded frontend runtime files.
• Corrected the current review-data loader so the public review surfaces use the immutable v1.13 ecosystem intake and current v1.15 freshness record.
• Updated active .uai release state and current durable indexes without mutating canonical persona records or exact source reports.

Defects found and corrected

1. The first Navigator validator extension referenced an out-of-scope mechanism set and raised NameError. It was corrected to load the accepted mechanism taxonomy explicitly.
2. Two durable Markdown links containing (1) in source filenames were parsed incorrectly. Parentheses were percent-encoded; the link gate then passed.
3. Active .uai records still had release: 1.14.0 despite the new v1.15 content block. Only active release fields were updated; historical dated records were preserved.
4. The Navigator integrity report schema uses status: pass; an initial assertion incorrectly looked for passed: true. The validator was corrected to follow the committed tool schema.
5. llms.txt and llms-full.txt still identified Release 1.14.0. Their current release labels were updated while preserving no-guarantee language.
6. The first exact-tree check used Python zipfile.extractall, which did not restore Unix executable bits on tool scripts. The archive itself contained the correct permission metadata. Re-extraction with system unzip restored those bits, after which exact path, byte/hash, directory, and permission comparison passed.

Residual uncertainty

The v1.15 source reviews confirm bounded facts about selected current primary pages; they do not establish every report claim, every deployment property, or organizational endorsement. Production hosting, DNS, TLS termination, external destination availability after review, jurisdiction-specific legal compliance, independent Spanish-language review, real search ranking, and AI citation behavior remain outside the release proof.
